DirectX Update failed

Hallo,
i try to update the directx runtime files with the XP home/pro
redistribution package (march update 2008). The updater finishes until
100% and aborts. The DXError.log is attached below. Looks like
'xactengine3_0.dll' cannot be registered. The file was properly placed
in windows/system32 folder though. If i manually try to register with
'regsvr32.exe xactengine3_0.dll' nothing happens, no messagebox shows up.

0xC000001D : Illegal Instruction

By searching the web i've seen references to missing SSE capabilities of
specific CPUs. The target cpu indeed has no sse. Possible?

Anyone know how to fix this or override just 'xactengine3_0.dll' to
finish the setup?
