My desktop PC will not stay OFF - restarts itself!

Help please.

I know that I click on Shut Down, I have checked in Power options that
Shut Down means Shut Down however when clicked all the apps are shut
down, screen goes blank, lights go out on the PC, everything is quite.
Some time later, I haven't yet sat here to time it, everything starts
up again etc.

What do I have to do apart from removing the power plug?

Go into Device Manager>Network Adaptors>double click
the adaptor you are using.
Go to the "Power Management" tab.

Make sure "Allow the computer to turn off this device'
is checked.

Make sure "Allow this device to wake the computer"
is *unchecked*.

Also, check your Power settings again.
If Shutdown is set to actually *shutdown*/turn off
your computer and not set to Sleep/Standby/Hibernate,
then your computer should be turning all the way off.

Unfortunately I have checked what you said and everything is already
set to those settings.

Check your BIOS for options to turn the computer on like Start on Network.

Other than BIOS power settings, the only other time I've personally
experienced this is after installing a PCI wireless card in a desktop
computer.
It would not shut down normally until I removed the card. The card
manufacturer had no answer other than it was an incompatibility between
the mobo and the wireless PCI card.
Also the computer was a multi-boot setup with XP and Vista and the same
thing occurred with both OS's.

Thanks to Frank Saunders & Frank having checked my BIOS I discovered
quite a few options, all enabled, to wake up the PC. I have now,
rightly or wrongly, disabled them all and when I shut down it stays
shut down.
Thanks again.
