Right click the desktop and select "Arrange Icons By..." If you see a check
next to "Lock Web Items on the Desktop," click to remove it.
Also, for icon labels to be transparent you need to :
-Enable "drop shadows on icon labels" in System Properties> Advanced>
Performance> Settings> Visual Effects.
-Check that "Theme Service" is running: Right click My Computer and select
Manage. In the management console window, select Services. Check that Theme
Service is enabled and set to an automatic startup type.
