MY DESKTOP HAS VANISHED!!

Please can you help me, when i log on with any user to my
computer the background picture appears but there are no
files or a task bar. I tried to drag files onto my
desktop but failed. the only way I have been using my
computer so far is through ctrl+alt+del then aplications
then selecting new task. I hope that u can give me a safe
way to bring back my taskbar and desktop because i really
miss them!
