My CPU usage is always 100%

Hello,
I have Win 2000 with SP 3.
My problem is that sometimes I find the system very slow, and programs are
taking alot of time to run, even minimizing and maximizing takes a lot of
time, when I open the task manager I find that the CPU Usage in the
performance tab is 100% and it keeps on going. In the processes tab I cant
find the application that is using the CPU. I killed many tasks that are
taking alot of memory, but it didnt work too. Now I have 36 processes
running and the CPU usage is 100%. how can I solve this? is it a kind of
virus? and how to know what is the application that is using the CPU this
much?
Any help would be highly appreciated

What process does Task Manager say is using the CPU time?
