My computer view is in ascii

Hey everyone I have been going crazy all day with all kinds of online textes
& noone seems to understand me. I figure computer users and gurus can do
more for me. Here goes, My computer's view is not in alphanumeric code
rather it is in ASCII view. I mean almo9st everything. Like my start button
doesn't say start it says
? triangle check mark X triangle, & beneath my icons instead of program
names I have code. As far as the internet I can type and read what people
type but as far as pull down menus & other options they are also in ascii.
Someone please help me.
 
I don't claim to be a guru, but here's what I'd do.

Check to see that my regional language settings are set to English. If
you don't have any language packs installed and have it set to some
other language (specifically Eastern Asian or maybe Arabic?) everything
will appear in wierd symbols.

My other thought would be a virus of some kind.
