my computer goes on when my phone rings.

Go to the BIOS.
Look for something like "Wake on ring", normally under Power tab.
Disable it.
 
Getting to the BIOS is specific to the motherboard and has nothing to
do with Windows.
Reboot the computer.
Look for something like "Press ** to enter set-up"
Common keys are F1, F2, Esc, Delete and others.
Check your manual and/or contact the manufacturer for details.
