My backspace button erases my outline bullet instead of tabbing le

I was in the middle of taking notes and my backspace button simply stopped
tabbing left and began to erase my outline bullet. I have the box checked
that is titled "set indent with tab and backspace" or whatever it says. I
didnt do anything, it just stopped tabbing left and going to the previous
outline level and started erasing. I can use the shift/tab to get it to tab
left but this is time consuming and inconvenient. Please help. Thanks

Note that the insertion point must be at the beginning of the paragraph when
you make use of Tab and Shift+Tab like this.
