must run shutdown procedure twice

Not earth shaking problem but irksome.
In order to shut down XP with all updates installed I must go thru the
shutdown procedure twice. After the first time nothing happens but after the
second time it shuts down normally....
Any Ideas?

Skip the first shutdown procedure and go directly to the second one.
