I have a new pc and installed XP and started up, all
working fine, no network, no internet connection and
licence not registered yet. I chose to upgrade to SP2
before registering.
Now the system boots and stops at the startup screen on
driver Mup.sys. This can be seen by starting in safemode.

Any clues? Should I register 1st?

Mup.sys is the last file to be loaded on booting to Safe Mode, so the
failure has happened during initialisation, after that, which points to
a driver fault, and at a good guess to the Video driver. This may be a
result of SP 2 installing one that is not in fact appropriate.

I would try a boot via the F8 menu and 'Enable VGA'. That is
effectively normal mode but just base level drivers for the card. If
that makes it, go to Control Panel - System - Hardware - Device Manager
look for the Display adapter, double click and on Drivers 'roll back
driver'.
