mup.sys hangs when trying to boot into safe mode

this is what ive done and where im at:
power computer on-
gets to the menu screen (safe mode/safe mode w.networking/
etc etc)
no matter what i select the computer either
a)reboots
or
b)gets to the windows splash screen about 2 passes on the
grafix load display and then it locks and will not power
off

this is what ive done so far

updated the bios
ran pc doctor (ibm diag utility) no error messages
opened case (to see if there were any fans malfunctioning)

next:
removed the hdd
put it in another machine and copied all of the data files
put hdd back in
hit f11
took me to the system menu
selected full restore
{restored machine back to factory settings}
rebooted
still sticks on the loading screen (see post 1)

hmmm .... this is fishy

im thinking:
a) remove the hdd and reformat it and reload the os
or
b) could this be a hardware problem?

and then this:
i removed the cd writer
removed the pci modem
removed the ram
added a stick of ram from a working computer

still same problems
it looks to cycle thru the loading windows xp home screen
4-5 times rebooting about 3-10 seconds into load

when i go to safe mode it still hangs at mup.sys

im thinking i might try using a powersupply that i know
works ... other than that im at my wits end

hellp

Need to run an anti-virus program. You may have a virus this is copying
itself all over your drive. You may have to do a repair install before.
