Multiple User Accounts confusing and frustrating

Hi.

I'm trying to tweak XP. I gave my sister and mom different user accounts.
But when my sister downloads crap like kazaa and installs it, that crap shows
up on my user account. Is there a way to prevent this without taking away
her administrator rights?

No.
And in my opinion, people who install such things should not have
administrator access on a shared PC.

Heck, they shouldn't be allowed to use the computer without close
supervision.
