multiple telnet sessions

I am running an old databse (Unidata) on windows 2000 server, and the Unidata
license allows for 80 connections to the server. However, after connection
49 times the server will not allow anymore connections. The serve will
respond with a pop-up error with title "tnet.exe - Application error" and the
pop-up error states: "The application failed to initialize properlyl
(0xc0000142). Click on OK to terminate the application"

Any ideas of how to resolve this and what could be causing this?

Sounds like an application error. Have you contacted their tech support?
