Multiple setting don't stick after a reboot

I have been noticing over the past few weeks that many settings I have
go away after a reboot. For example, I have the quick link toolbar
turned on and ordered a certain way, After reboot it's gone and when
I turn it back on, it is ordered in the default, although shortcuts I
added to it are there. I just bought a new 22" monitor with a
resolution of 1600 x 1050. All is fine, then I reboot and the fonts
are odd and the highest resolution available to me is 1600 x 900. If
I reload the driver and reboot, it fixes it. It's almost as though
things are not being written to the registry.

Ideas?

It might be a security program blocking the Registry changes it needs to
make. A few, but not all, of the programs now doing this are:
Ad-aware's Ad-Watch
IBM Access Connections
Kaspersky
McAfee VirusScan and/or Antispyware
Norton AV
Spyware Blaster
Spybot> Tools> IE Tweaks
Spybot- Teatimer
Spysweeper
Spyware Doctor
Windows Defender
Zone Alarm (free) 6.5 Reported to be fixed in later versions.

In the case of Zone Alarm 6.5 or Norton 2007 it actually has to be
uninstalled. Make sure the Windows Firewall is turned on until you
reinstall Zone Alarm.

Boot into Safe Mode with Networking and try the change.

One or more options/settings in an ever-growing number of third-party
applications may be disallowing the change(s) from "sticking". These include
but are not limited to Ad-aware's Ad-Watch, Spybot Tea Timer,
SpywareBlaster, SpySweeper, Spyware Doctor, CounterSpy, AVG Anti-Spyware,
Norton AntiVirus, McAfee VirusScan and/or Antispyware, NOD32, and Zone Alarm
(Free, Pro, & Security Suite).
