We currently have two RIS servers in an effort to phase
out the old server. How can I tell the PXE client to
specifically use the new RIS server without first
creating the computer in AD and assigning it to a RIS
server? Thanks!

Have you tried disabling/unchecking the option for "Respond to Client Computers" on the old RIS server?
