Multi Lingual User Support for OEM XP Professional in Germany

My PC uses an OEM version of Media Center Edition on an XP Professional platform. It was bought in Germany although it shows a UK gebietschema, all windows instructions and information are in German. How can I find / get/ install a multi language version which will enable english and german users to co-reside? I thought that multi lingual user support was provided in Service Pack 1. But maybe because everything is in German, I cannot find any useful information. I have asked this question on the Media Center newsgroup and was told that MUIP was not available outside the US. However my main need is for XP professional information.

Can anybody help - I am going round in circles

Greetings --

You cannot upgrade or convert from one language version of the an
OS to another, so you'll have to purchase and use the full version of
English WinXP to perform a clean installation.

The Multi-Language User Interface is available only as an add-on
to the English version of Volume Licensed WinXP Pro.
