Hey!
I think your language setting might have been changed. Please check them.

1) Open Control Panel.
2) Open Regional and Language Options.
3) Under the Regional tab, check the options are selected correctly, i.e.
English (either US or UK) for the standards and formats category.
4) Under the languages tab, check that all the options are unchecked.

An alternative method is (if MS Paint was working fine earlier): Restore
your system

1) Click on Start Menu -> Accessories -> System Tools -> System Restore
2) Select the option "Restore my system to an Earlier time", and click Next..
3) Select the restore checkpoint to be used, and click on Next.
4) Again click on Next.
5) Your system will be restored.

Note: System restore do not deletes any new file created after the
checkpoint date, it just restores back deleted files, folders to its original
placed, and re-locates any file or folder back to its original location if it
has been moved.

One more method is there: You can repair your Windows installation using
your Setup CD.

Good-luck...
I LOVE MY INDIA !!

This happens if the file MFC42LOC.DLL is present in the System32 folder. To
resolve the problem, rename the file MFC42LOC.DLL present in the
C:\Windows\System32 folder (for Windows 2000/XP systems) and
C:\Windows\System (for Windows 9x systems)

The above applies to the following products:

a.. Microsoft Paint
b.. Microsoft WordPad
c.. Microsoft Image Composer
d.. Microsoft MapPoint 2000
e.. Adobe PhotoDeluxe
f.. Corel Photo-Paint

Our cable language just went to Spanish. Not a problem tho. Entendemos
español.
