msointl.dll error in excel

Hi, my computer automatically downloaded updates over night on the 13th
August and restarted itself. When i logged in the next morning excel will not
open and comes up with an error message telling me that i do not have the
file MSOINTL.DLL and the installation has not been sucsessful. I have not
reinstalled Excel and exactly the same thing happened about 6 weeks ago after
an automatic update.

I am using VISTA and EXCEL 2003. It seems as if the computer is turning new
excel files into Excel 2007 as the icons of new files sent to me by a friend
are appearing on my desktop and in emails in that format and with an
exclamation mark on them. My friend is also using Excel 2003 so its not
coming from their computer in the 2007 format.

I have tried downloading the .dll file and that will open excel in 2007
format but get error message saying installation not complete see error logs
for more info. You can see a lot of the toolbar but most of it is empty so
cant be used. Excel files that were saved before the 13th August will open
and i can use them perfectly - its just new files that my friend is sending
me - i need this for work so its quite urgent.
