MSO1033/Weird Chinese Characters

When I try to open Windows 2007 I get the error in the subject line. Then
when I click okay I get another error message stating, "Your AutoCorrect
file, FICE12\1033\MSO.ACLMSO1033.ad, could not be saved. The file may be
read-only, or you may not have permission to modify file." After I click okay
Windows finally comes up. Does anyone know how you fix this?

It is a certainty that you would stand a much higher probability of getting
the answer you seek in a newsgroup devoted to the Windows operating system.
This newsgroup is for technical discussion of and questions and answers
about Microsoft Access database software.

It is easy to be misled by the online user interface to the newsgroups that
you used. Please try again and scroll until you see a newsgroup whose
subject is the version of Windows you are using (I fear that will NOT be
Windows 2007, because AFAIK there is no such version of Windows -- Windows
95, Windows 98, Windows 98 Second Edition, Windows ME, Windows 2000, Windows
XP, Windows Vista, and Windows 7 are all the versions of Windows since
1995).

Or, could you have meant "Office 2007" instead of "Windows 2007"?

Whichever, the appropriate newsgroup will raise your chances of getting a
useful answer.
