msinfo32.exe won't run

I seem to be having a problem running msinfo32.exe on my machine (Windows
XP).

Whenever I try to run this file, nothing appears to happen - no error
messages, nothing!

Other people that have had this problem have been instructed to reinstate
the index.dat file in C:\WINDOWS\PCHealth\HelpCtr\OfflineCache, but on
checking this I seem to have mine, so I'm not sure what the problem is.

Can anyone help?
