msiexec.exe is missing!!! How to fix?

I've been trying to install the .net framework 1.1 and the installer just
crashes. When I try to delete my old version of .net I get an error that
"the windows installer service could not be accessed." I looked around on
the Microsoft site and decided to try this

But that only works if you can find msiexec.exe on your computer which I
can't. I tried doing the command prompt solution but it says msi.dll could
not be found (I didn't bother trying the other two). I can't find anywhere
on Microsoft.com where I can download these files, do I have to re-install
windows? How can I re-install if it can't remove programs? Please Help.
