Configure system components

Hi folks:

I am getting a message when trying to install any new software.
The
messgae is as (go to control panel to install and configure system
component)
I believe I have a problem with MSIEXEC.EXE/or the windows installer
in
which are the same thing. If the program is installed I can not run it.
When clicking on the icon the icon only blinks. also when executing
internet explorer
I have a simerler problem the window appears and then it is gone. the
windows installer on my pc is version (3.01.4000.1823). I would like to
download a newer virsion but would like to know if there could be other
problems that must be dealt with. An other is when executing the
following (%windir%system32) MSIEXEC.EXE is not visable. you will see
this in a dos box or root directory. Can any body figure this out.

Hi guys:

Before i can copy the message its gone, Here is an other example
what
is happening. I want to uninstalled a program rather then going to the
control panel i go to start programs and click the uninstall portion of
yours icons and
all of a sudden the windows installer window pops up with all kinds of
switches,then what do I do here. confused.....
