MSIEXEC.exe - Ordinal Not Found

I was trying to install Ventrilo and I received an error
message saying:
MSIEXEC.exe - Ordinal Not Found
The ordinal 280 could not be located in the dynamic link
library msi.dll

I've been looking around and can't find anything about
it. Please help.

I have similar problem this occur after I install service pack 2 & reinstall
Norton 2004.

The solution I believe is we have to install windowxp all over again as
mentioned
in the following link
