Installing Programs

hi there.....i have been having trouble installing all programs on my
computer. everytime i try i get this message.
"mciexec.exe ordinal not found"
"the ordinal 280 could not be located in the dynamic link library msi.dll"

Can someone help me fix this problem.. i recently formatted my harddrive and
this has been happening since i reinstalled windows xp
