msiexec.exe doesnt work

Hallo,people!
Could somebody tell me what kind of problem I have in my
Windows 2000?I bought new device from HP-fax,printer and
scanner all-in-one and cant install,because I have a
message that msiexec.exe not found.Acvtually I checked
system32,its OK,but not response.Could you tell
me,please,where or when I screwed up?
This PC is in my office and I am working with a lot of CD
(selection programs and so,so.)What can I do?
