MSHOME access permission

I am new to networking and XP. Can anyone tell me why I get this message
when I try to view workgroup computers? ""MSHOME is not accessible. you
might not have permission to use this network resource"on the host computer.
I am already logged in with administrator rights which I thought would give
me accesss permission by default. What do I need to do to set the access
permission? I am using XP Pro on the host computer

When I ping the client computer from the host it receives the packets, but
when I ping 192.168.0.1 (the host computer) from the client it times out.
Oddly enough the client computer shows the host computer's ID in the MSHOME
workgroup but when I click on it it says that windows cannot find the
computer.

ICS is enabled on the client (windows ME) computer to access cable internet
with an internal network card and a USB network card.

That's a generic (and badly worded, in my opinion) error message. The
problem probably doesn't have anything to do with permissions.

These tips should help you get everything working:

1. Permanently disable XP's built-in Internet Connection Firewall on
local area network connections -- it's for use only on a direct modem
connection to the Internet. Disable and un-install all other
firewalls while troubleshooting. Details here:

2. Use only one protocol for File and Printer Sharing. If the network
needs more than one protocol, unbind File and Printer Sharing from all
but one of them. Details here:

3. Make sure that NetBIOS over TCP/IP is enabled on all computers.
