mscoree.dll

I ran Norton WinDoctor and it found the following:
C:\Program Files\Common
Files\InstallShield\Professioinal\RunTime\0700\Intel32
\DotNetInstaller.exe cannot access a necessary file,
mscoree.dll

Have Windows 98 2nd ed.
Having hard time running programs and Norton doesn't work
most of the time.

How can I solve the mscoree.dll problem?
