msconfig restricted

sometime over the last week a restriction was placed on my
system preventing me from using msconfig.everytime i
attempt to use msconfig it tells me that the operation has
been cancelled due to restrictions and to contact the
admin. im the only person using this computer.

ive done virus scans, spy-ware scans, ive created new
profiles, and not modified them. ive tried reinstalling xp
(upgrade) not a single one of those solutions fixed the
problem.

is there a way for me to remove this restriction without
having to reformat my hard drive and completely
reinstalling xp?
 
Click Start, Run and enter REGEDIT Go to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explore
r

Look in the right pane for a value called DisallowRun If it exists, it
should be set to 0 (zero). If not, double click it and change it to 0.
Next look in the subkey

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explore
r\DisallowRun

Each value in the right pane represents a restricted application. Right
click the appropriate entry and select Delete.
