Cannot run "msconfig"

When I try to run "msconfig", I get the restriction
message: This operation has been cancelled due to
restrictions in effect on this computer. Please contact
your system administrator.

First of all, I am the administrator, and this happened
after I was surfing on the web. Prior to that msconfig
was working properly.

MS tech support had me delete "disallowrun" in the
registry and that did not work and they said I must take
to the professional support level.

I am running XP professional. Can anyone help?
 
Sounds like your system has been compromised. Not sure what to do about it.
