access Control Panel issue........

I have had Control Panel issue, everytime I tried to
click on it and the restriction pop up window is:
"This operation has been cancelled due to restrictions
in effect on this computer. Please contact your system
adminstrator". Therefore I could Not access to Control
Panel. Even though I've logged on as Administrator and
got into Regedit to Policy, to Gpedit/AdminTemplate/ControlPanel to set Not
Configure (Disabled) but it didn't work, I also tried
it in Safe Mode. I also tried system restore but
somehow this feature's not working either, it couldn't
restore back to any previous restore point. I'm the
only one who's using this laptop. This issue also
prevent me from viewing Adjust Date/Time on Taskbar
and I coudn't click on Add/Remove Program, View System
Information under My Computer. All of these problems
have giving me that same error due to restrictions. I
really need help, I've been trying it for a whole week
now. Does anyone know, please help. I've been skim
through Window XP user guide book, to Microsoft
Website, Dell page, surf the web but I haven't seen a
solution to this issue without considering ReInstall
WindowXP. I just don't want to ReInstall WindowXP. I also used Antivirus
such as: TrendMicro2007, Webroot/SpySweeper but it showed no virus found, did
try go to appwiz.cpl, it's no help.

Hi All,

I have the same problem with my laptop. I can't get access to my control
panel, the clock in the desktop and the property of my computer. The same
message pops up in the screen. I installed Norton and does not able to solve
the problem.
Help is greatly appreciated.

I am also experiencing the same issues. I know this PC was infected with the
Nimbda virus which was masking as the csrss.exe Windows file. Not sure if
it's been completely removed though. Did reformat, but have copied the data
files back onto this PC.
I have noticed that this problem is only for one user on this PC. The Admin
account doesn't seem to have this problem, nor does this user when logged
onto the workgroup, only on the domain.
No one seems to be responding to this problem though on any other message
boards.
I am at a loss.....

The "NoControlPanel" Policy if set, prevents Control.exe, the Control Panel
executable file, from starting. As a result, users cannot start Control Panel
or run any Control Panel programs.

A value of 1 also removes Control Panel from the Start menu, and it removes
the Control Panel folder from Windows Explorer. If a user tries to start a
Control Panel program by another method, a message appears explaining that a
policy prevents the action.

If yours is a standalone system (not a part of a corporate network), then
try this:

Click Start, Run and type "regedit.exe" Press {ENTER}

Navigate to the following branch:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Backup the key by exporting it (from the File menu, choose Export) as a REG
file.

In the right pane of the above key, delete the value named "NoControlPanel"
(if found)

Repeat the same in this branch:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Exit the Registry Editor.
