msconfig is disabled

I'm running Windows XP Home ed.,have an anti-virus program, have run ad-aware
and spybot both but something has disabled my CTL-ALT-DEL function as well as
msconfig. My processor is running at 100% and rebooting only temporarily
helps. How do I regain control so I can stop some of the backround processes.

Despite your efforts, your computer is likely infected with a virus.

Unfortunately, several viruses and trojans that can cause this behavior. Try
the online scans found on the web sites of the major antivirus
organizations. If they don't identify the specific virus/trojan plaguing
your computer, review the manual removal instructions found on these web
sites until you hit on the particular one that is affecting your computer.

Boot to Safe Mode, login as Administrator, and remove unneeded
applications from the Startup folder(s) and the appropriate Run keys in
the registry. Backup the registry before making any changes to it.

There are several known viruses that can cause this problem.

Go to one of the following web sites and do a free on-line virus scan
of your computer:
http://housecall.trendmicro.com
http://www.pandasoftware.com/activescan/

Then make certain that your antivirus software is completely up to
date, with the virus definitions not more than a week old, and scan it
again.
