Msconfig doesn't work

Have: Dell 4600 XP/SP-2
When I use the Msconfig utility to disable un-needed startup programs, they
do not stay disabled; specifically Java (jusched.exe) and ctfmon.exe.
Startup has become very slow. How can I stop these programs from
re-enabling and loading at startup?

Jusched.exe (checks for and downloads updates to Java): Control Panel > Java
and select to update Java manually.

Neither of those items are causing your computer to start slowly.
