msconfig vs defender startups

Is msconfig redundant? I see Microsoft's userinit logon and iexplore in the
Defender startup when I go to Control Panel/Change startup items. They are
both 'permitted' even though the buttons (enable/disable/remove) are all
greyed out (after clicking show for all). But I don't see these in msconfig
startup.
