msconfig and task manager will not start

I'm logged on as the computer owner/administrator, yet
typing msconfig in the run menu will not start the system
configuration utility. Also, the task manager will not
boot when pressing ctrl/alt/del. The icon will sometimes
pop up briefly in the system tray, but shuts off
immediately without launching the programs. Any advice
on how to access the utilities would be appreciated.

Rename regedit.exe to regedit.com then:

Download then Merge the edit on line 251 then delete all the files mentioned
in the above link.
