No Start menu, no icons

A client's system is booting with no Start button, no
taskbar, no icons on the desktop. Ctrl-esc or the Windows
key don't bring up Start menu. Ctrl-Alt-Del does bring up
Task manager, and can run some apps from there, including
msconfig, but not Windows Explorer or Norton Anti-virus.
Also cannot do System Restore from Task Manager.
When I set msconfig to start in Safe Mode, same desktop
comes up, with no start menu, no icons.
Scanned the disk on another system with Norton and no
virus was found.
I hope someone can help me with this problem. Thanks

How did you try to run system restore from task manager, did you give it the
full path

%systemroot%\system32\restore\rsrui

If that fails, boot the recover console from the installation cd and run
chkdsk, if that doesn;t do it, do a repair install.
