Missing Start Menu Task Bar

When I boot up, my background desktop image appears, but I
have no start menu or task bar. If I press ctrl/alt/del I
can get the task manager to boot to then start in safe
mode, but then in safe mode there is also no start menu or
task bar. I tried to boot from my installation CD to
diagnose/repair the hard disk, by now my system restore
points are gone. Also, after about 5 minutes the computer
freezes, so I checked CPU and it's running at 100%.
Without the start menu, and with the computer freezing
after a few minutes, I cannot log onto the internet to
download any fixes to remove ad/spy-ware etc. And I
cannot run anti-virus or system scans to find out the
problem. Any suggestions would be grealy appreciated.

to line 289 enable start tab.download fix and open it up
walla it's back on!
