msconfig always starts in diagnostic mode

I made a bunch of changes to windows startup to eliminate some unwanted
services and startup items. System reboots fine but says that I am now
in diagnostic mode. The only way to get rid of that message is to
select normal startup, which re enables the services I don't want to
start. How can I make 'normal' be a startup with just the services I
want?

Only hit Enter, and uncked the option on the information screen.

Check the option "Don't show......." and press OK.
