This has been making me nuts and I finally figured out what the problem was.
MS PhotoEditor starts up but appears only on the task bar.
No window. Clicking the task bar doesn't help.

I thought at first that I'd maybe moved the app off the primary screen while
I was playing around with multiple monitors, but it turns out that there's a
goofy little bug in PhotoEditor itself.

If you close it with the upper left corner of its window off screen, it
seems to think that the whole app window is off screen the next time it
starts. Ooopsie.

New FAQ with a fix going up soon, but for now, I'll post the relevant bit
here:


To fix it:

Activate PhotoEditor by clicking its icon on the task bar. When it's
active, its task bar icon looks depressed. You'd look depressed too if
clicking you served no useful purpose. But bear with us, it'll all be
better soon.

Right-click the PhotoEditor icon then click Move on the popup menu. If Move
is grayed out, it's because PhotoEditor isn't active. Left-click the icon
and try again.

Press any arrow key and you'll see an outline that represents the current
size of the (still invisible)

PhotoEditor window. Hold down the arrow key to keep moving the window (or
use your mouse once the outline is visible). Move it so that its upper left
corner is on screen, then click the mouse
button to "set" it in place.

Congratulations! You have PhotoEditor back. Use the power wisely.

I'm afraid the it.loads.quick is still required. After extensive tesint and
load balancing I produced an xml.net report. Here are the extracted results.

Load Time
Photoshop 24.13 seconds
PaintShopPro 10.09 seconds
MS PhotoEditor 00.42 seconds

Therefore it's still

microsoft.public.its.good.for.getting.pictures.out.of.powerpoint.and.and.and
..it.loads.very.quick.dot.newsgroup.so.there.dot.exclamation.point

And it *will* win awards for the longers newsgroup name 2003

This sounds like a Windows 95 problem and maybe older.
The title bar of a program would go off the screen.
You could use the arrow keys to move the program window or
right click on the Taskbar, then Tile or Cascade windows.

Yep, I rememer that. In this case, the arrow keys don't work other than as
described below because the whole silly app disappears if you close it with
the upper left corner off screen.

I'll bet Tile/Cascade would do the job nicely too, though. Good suggestion.

A person in the Outlook Express newsgroup had a problem with mail opening on
the Taskbar.
I posted your tip for PhotoEditor and it fixed his mail problem.
