HELP!!! Photo editor window has gotten lost!

I'm having problems moving / resizing / or even finding the
photoeditor window.

Suddenly I can only have it either maximized or minimized. If I try to
have it some size smaller than full screen, it goes off to never never
land (presumably off the bounds of my screen somewhere).

I tried setting my monitor to maximum size/resolution, but it's still
offscreen even with that setting. I can't drag it or resize it using
the mouse because I can't see it at all!

What now???

I have somewhat the same problem, not with photoeditor, but sometimes other
programs. It's like the right side of the screen has no boundry. most
computer screens when you move the mouse to the side and it stops moving at
the edge but not mine. Also some programs when opened up appear on the task
bar as open but you cant find them on the screen. I have been able to move
my mouse blindly to the top and over to the right off the screen and
grab(left click and hold) the program and pull it onto the screen. I don't
have a clue whats wrong or mesed up.
