MS Photo Editor and Vista

am running office 2000 under Vista home basic.

Not sure what happened to MS Photo Edit (photoed.exe), a component of office
2000, but is no longer running. The program opens in the taskbar but never
opens a screen. Not sure whether this is due to a recent update or the fact
that I made OpenOffice my default client for handling doc files. PhotoEd has
a unique ability of allowing one to copy data from another window and then
paste it into a blank picture and edit it.

I use Picasa for the bulk of my photo work but still find MS PhotoEd has
some nice abilities.

I found that the Photo Edit window will open in full screen if from the
taskbar you right click on the program and select 'maximize'. Normal
operation there - but try to go to a normal window and it totally vanishes.
I have not been able how to reset the screen size for a normal window. Also
noticed that right click on taskbar items - size and move don't seem to work
at all. Again, is this something with Vista? I have an XP Pro machine
somewhat similarly configured that does not have this issue.
