MS Outlook 2003: Archive old email but still have access to view?

I have MS Outlook 2003. My pst file is 1,400 MB. Its sometimes
works sluggish. Can I archive my old emails but still be able to
view them on occasion? How, do you view old archived email? I
remember in the old days having Outlook express, you could drag the
emails into a regular windows explore folder, or visa verses.

Archive files are pst-files. You can connect to them in the same way as any
other pst-file;
File-> Open-> Outlook Data File...
