MS Office Outlook is not responding

Office Outlook has ceased to open when I attempt to open
it by any of means available. I get the message "MS
Office Outlook is not responding. If you are using an
Exchange server e-mail account, you can cancel pending
server requests... etc." I am not aware of using an
Exchange server e-mail account, and have tried to
ascertain whether I am, to no avail. I have removed and
reinstalled the entire Office (2003) program, but this
has not solved the problem. Any ideas?
 
Close Outlook. Find and rename outcmd.dat to .old. (If using Windows 2000
or XP, you will need to enable searching hidden and system folders.)

Once you have done so, reopen Outlook and it should open fine. You will
need to rebuild any custom toolbars or customizations as the file outcmd.dat
controls how the toolbars display. When it becomes corrupted, it will cause
Outlook to hang because it cannot create the toolbars that you expect.

outcmd.dat, and it was not found. What do I do now?

followed Milly Staples's recommendation, but a search did
not find outcmd.dat. What do I do now?

Did you enable searching hidden/system folders in your Windows Search
attributes?

Yes, but it still did not locate outcmd.dat, nor could I
find it via Symatec Norton Systemworks Protection. (I
suspect that Norton is responsible for some of my problem
with Outlook.)

Since my last message, Outlook has revived somewhat, but
the e-mail is not functioning well. For example, in the
last hour, it seems to have downloaded a message, but
then the hourglass came on and I could not access the
file. The hourglass stayed on, and when I tried to close
Outlook, Windows informed me that Outlook was not
responding. I sent a report to Microsoft.
 
Milly: Moreover, while I can now access Outlook, it
becomes non-responsive after about a minute or after I've
input something into the Calendar, and I have to exit and
re-enter Outlook. A cumbersome nuisance. Any clues?
