MS IME Mapping

For the love of God, can somebody tell me how to get MS IME to correctly map
to my keyboard before I throw my PC out the window?
I am trying to input Hiragana, so entering k & a should result in ka and not
something totally different.
I have been through all the settings numerous times.
Any help is much appreciated
