ms IE suddenly won't let me into "internet options"!

After years of using internet explorer, I got xp a month
ago. I've done some "intuitive adjustments" (read: guess-
work) to fine-tune my os/browser.

Now, all of a sudden, when I'm using IE and go to
the "tools" tab on top, and scroll down to "internet
options", it won't open! I get this message: "This
operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator."

Sounds ominous. Anybody know what this is about? Thanks.

I am not sure yet why this happens.
It happened to me about a month ago.
I could still access Internet Options through Control Panel.
I could still access Internet Properties (same thing) by
right clicking on the Internet Explorer icon in the Start menu
and then clicking on "Properties".
I had and still have an up to date Anti Virus program and
Anti Spyware program, and same goes for Firewall program too.
So I kind of doubt the issue was caused by a virus or spyware.
Maybe the result of a Windows Update? I just don't know.

Anyway this is what resolved the issue for me and it has not
happened again:

(gpedit.msc only available on XP Pro)

Start > Run - type in "gpedit.msc" (without quotes) click OK.
Under User Configuration, expand Administrative Templates, Windows
Components,
Internet Explorer, Browser menus.
Double click the "Tools menu: Disable Internet Option... menu option."
In the Setting menu it should be checked on " Not configured"

If it is already set to "Not Configured", set it to "Disabled"
and then back to "Not Configured".
