MS Cleanup Installer Software Restriction Policy

Hi All,

I have been having a problem with reinstalling Norton Internet Security
2004. So I was advised by their tech staff to use "Microsoft Windows Cleanup
Installer" to fix problem. They emailed me the program, however I keep
receving the following error message when trying to install it.

"Windows cannot open this program because it has been prevented by a
software restriction policy. For more information, open event viewer and
contact your system administrator."

I would really appreciate some help on this.
