Why is there such a wide discrepancy between programs?

Cookies are not detected in this version of Microsoft AntiSpyware.

One difference, with the standard programs, is that Microsoft Antispyware,
in the current builds, does not scan for cookies.

However, some programs are known for false positives--or inflated numbers.

I would recommend using programs that Eric Howes' testing has shown to be
