mrtRate service failed to start

Since installing MS Office 2003 Pro including Outlook
2003 and Outlook Business Contact Manager, I get the
following error when opening Outlook:

Managed MAPI Service Catastrophic Error

Search of the Admininistrative Tools, Component Services
discloses the following 2 failures in SErvice COntrol
Manager and both are Event 7000:

The mrtRate service failed to start due to the following
error: The system cannot find the file specified.

The MCSTRM service failed to start due to the following
error: The system cannot find the file specified.

I cannot ferret out the cause of the err. Any ideas or
similar encounters?

Mrtrate is a Quicken file, you should check with their support for
assistance with this problem.
