mrtrate.dll

I use Windows XP (Home Edition). I get an error message
as follows: C:/WINDOWS\System 32\mrtMngr.exe cannot
access a necessary file "mrtrate.dll." What does this
mean and what can I do to correct the problem. Norton
says it can't fix it and its a "moderate" problem. Thank
you for any help you can give.

SYMPTOMS
When you start Windows, you may receive an error message similar to one of
the following:

Cannot find a device file that may be needed to run Windows or a Windows
application.

The Windows registry or SYSTEM.INI file refers to this device file, but the
device file no longer exists.

If you deleted this file on purpose, try uninstalling the associated
application using its uninstall program or setup program.

If you still want to use the application associated with this device file,
try
reinstalling that application to replace the missing file.
