MP#s Play at lower frequency

Whenever I play an MP3 on my computer the sounds comes
out at a lower sound frequency. as an example, a female
voice sounds like a male voice. Regular and MP3 CD's
have the same problem.

Please, help!

If you have a digital sound card, there may be a setting
that was changed that has a frequency change option.
