Moving Users

I have to move about 80 users from a NT 4.0 server to a
new Server 2003. I'm looking for some routines or a
process that I can migrate the users and groups from the
NT 4.0 to Server 2003. I also need to copy all the files
from nt to 2003 server. I would like to copy and keep all
the permissions. Is there any process available to do
this. I have manually created the users and groups on
2003 but I not happy with the manual process.
